It is usually assumed that it must be the latter. But why this assumption, asks the author. The weapons of the Papacy are spiritual, and its moral force has increased since its loss of temporal power, and as things stand the Pope is more free to devote himself to the special work of the Church, any attempt to nationalise which would result in the alienation of the faithful abroad” (“The Westminster Review, vol. 147, 1897, p. 590).
